Kazakhstan Visa Types for Filipino Citizens
Philippine ordinary-passport holders currently have a useful starting position: Kazakhstan’s official visa-regime table lists the Philippines as visa-free for up to 30 days. That does not mean every purpose of travel is covered by visa-free entry, and it does not mean a traveller can simply remain beyond the permitted period by choosing a tourist visa.
The safest way to plan is to answer three questions in order: What does the official table say about your passport? What will you actually do in Kazakhstan? How long will that activity lawfully require?
Current visa-free position for Philippine passports
As checked on 8 September 2026, Kazakhstan’s Ministry of Foreign Affairs visa-regime table lists Philippine ordinary passports as visa-free up to 30 days. The same official table should be checked again before departure because bilateral arrangements and entry systems can change.
For an ordinary short visit that fits the visa-free rules, you do not need to obtain a B12 tourist visa simply because you are Filipino. You should still travel with a valid passport and evidence appropriate to the trip, and you must satisfy airline and border checks.
Visa-free does not mean purpose-free
A short holiday, a meeting and employment are not the same activity. Visa-free access deals with entry permission for eligible short stays; it does not automatically authorize employment, entrepreneurial activity, study or any activity that Kazakhstan regulates under another immigration category.
If the real purpose is work, business immigration, study, long-term residence or another regulated activity, identify the correct route before travel even if the passport itself benefits from visa-free short entry.
What QazETA ETA means for Filipino travellers
Kazakhstan is operating an Electronic Travel Authorization service through QazETA for citizens of visa-exempt countries. Current government pilot guidance says travellers should submit an ETA application through the mobile application no later than 72 hours before travel. The authorization is valid for 180 days.
During the pilot period, Kazakhstan describes ETA as recommended rather than generally mandatory for visa-exempt citizens, while identifying specific exempt/mandatory categories in the pilot framework. Because the system is new and can evolve, check QazETA and the government announcement before each trip.
An ETA does not extend the permitted stay and does not guarantee entry. The final admission decision is made during border control.
What if you need more than 30 days?
Do not start with the assumption that “more than 30 days” automatically means B12 tourism. The correct next step depends on why you need the longer period.
- If the purpose is tourism, current B12 guidance still limits the permitted stay to no more than 30 days even though the visa can have validity of up to 90 days.
- If the purpose is employment, check the employment/work route.
- If the purpose is entrepreneurial activity, check the C5 business-immigrant framework and any applicable temporary-residence rules.
- If the purpose is study, private/family residence, medical treatment or another activity, use the category for that activity.
A visa’s validity period and the number of days you may physically stay are different concepts. This is especially important with B12.
B12 tourist visa: what the current rule actually says
Kazakhstan government guidance describes B12 as the tourism category. A single-entry B12 can be valid for up to 90 days with no more than 30 days of stay. Multiple-entry B12 can also be valid for up to 90 days with no more than 30 days at each entry, where the route and supporting requirements permit it.
So B12 should not be marketed to Filipino travellers as a simple way to turn a visa-free 30-day visit into one continuous 90-day holiday.
Business visits, work and entrepreneurship are different
Kazakhstan has several business-related categories. Government guidance describes B1 for specified business trips including conferences and events, B2 for activities such as consulting or equipment-related work, and B3 for negotiations, contracts and certain founder/board activities. Employment and entrepreneurial immigration have separate categories.
The C5 business-immigrant route is for entrepreneurial activity. It should not be confused with an ordinary short business meeting. If you will also act as an employee or director, check the separate labour-permit position rather than assuming one immigration label settles every legal requirement.
Investor visas are A5 and A6—not a generic one-year visa
Kazakhstan’s current investor framework includes A5 and A6. Government investment guidance describes A5 for eligible people connected with legal entities engaged in investment activity, with multiple-entry validity that can extend up to five years. A6 is for qualifying foreign businessmen who meet the published investment threshold and can provide multiple-entry validity up to ten years.
Investment eligibility is fact-specific. Do not choose A5 or A6 based on a marketing description; check the current Kazakhstan Investment Committee requirements and obtain professional advice where the investment structure is significant.
Electronic visa: invitation-based, not a universal shortcut
Kazakhstan government guidance says an electronic visa is issued on the basis of an electronically issued invitation. The electronic visa is valid only for the visa recipient, and current rules limit entry and exit on an e-Visa to international-airport border crossing points.
The current Visa and Migration Portal and QazETA platform are the correct starting points. Do not rely on an obsolete legacy portal link or on a third-party site that presents itself as the government portal.
A practical planning sequence for Filipino citizens
- Check the current Philippines row. Confirm the ordinary-passport position on the Kazakhstan MFA visa-regime table.
- Define your purpose. Tourism, conference attendance, negotiations, employment, entrepreneurship, investment and study can lead to different rules.
- Check QazETA before a visa-free trip. During the pilot, review whether ETA guidance or exemptions have changed and submit within the published timeframe where appropriate.
- If a visa is needed, identify the category first. Do this before buying an invitation or paying a service provider.
- Use the responsible mission’s checklist. Passport validity, photos, fees and supporting documents can be mission- and category-specific.
- Keep evidence consistent. The purpose stated in the application should match your invitation, itinerary and other evidence.
- Verify again before departure. Airline carriage and border admission remain separate decisions.
Passport validity and supporting documents
StepOut does not use a blanket “six months beyond departure” statement for every Kazakhstan visa. Official Kazakhstan mission pages commonly require a passport valid at least three months longer than the requested visa validity for visa applications, along with the blank pages and supporting documents specified by that mission.
For a visa-free trip, check the current travel-document requirements published by Kazakhstan and your airline. The most conservative travel habit is to address a passport nearing expiry well before an international trip rather than relying on the minimum possible margin.
